Electric Bike Subsidy 2026: How to Submit an Application Step-by-Step

Have you bought a new electric bike and want to claim a subsidy? In this guide, we explain who is eligible for the subsidy, which documents you need, and how to correctly submit an electronic application in the Borzen app.
Applications can be submitted from May 8, 2026, onwards, and the public call is open until available funds are used up or until the official announcement of its closure. Therefore, always check the current status of the public call on the official website before submitting:

How much is the subsidy?

Additional equipment, such as baskets, bags, locks, pumps, child seats, and other items, are not subject to subsidization. Only the price of the eligible electric bike is considered when calculating the subsidy.
The received subsidy is exempt from income tax.
Who is eligible for the subsidy?
The subsidy can be obtained by an individual who meets the following conditions:
- is an adult natural person;
- has permanent residence in the Republic of Slovenia;
- has a tax number issued by the Financial Administration of the Republic of Slovenia;
- purchased the electric bike as an adult;
- purchased the bike in the period from January 1, 2026, inclusive, until the end of the public call;
- has not yet received a subsidy for the purchase of an electric bike under this or a previous public call;
- does not have a blocked transaction account and is not in personal bankruptcy proceedings;
- does not have outstanding unpaid obligations to FURS amounting to 50 EUR or more;
- does not have outstanding obligations to Borzen or Eko Sklad.
Each eligible person can only obtain one subsidy for the purchase of an electric bike, even if they have purchased multiple bikes.
Sole proprietors are not eligible for the subsidy as business entities. A natural person who performs an activity or is a VAT payer can only claim the subsidy if they will not use the bike for profit-making activities and will not deduct VAT from the purchase.
Which electric bikes are eligible?
The electric bike must be new and must meet the following basic technical conditions:
- has pedals and auxiliary electric drive;
- the maximum continuous rated power of the motor is at most 250 W;
- the motor only assists while pedaling;
- motor assistance progressively decreases and cuts off before 25 km/h;
- the bike complies with standard BS EN 15194:2017, BS EN 15194:2017 +A1:2023 or a newer equivalent standard;
- the seller can confirm compliance with the conditions with an official statement from the seller.
City and Folding Electric Bikes
The bike must be intended for daily mobility and must have factory-fitted lights and mudguards. Subsequent installation of lights or mudguards is not sufficient.
Sport and mountain electric bikes are not eligible. An electric trekking bike may be eligible if it meets all technical conditions and the seller can confirm that it is a bike intended for daily mobility, not for sport or mountain use.
Electric Cargo Bikes
The cargo bike must comply with the standard for electric bikes and standard DIN 79010:2020-02 or must have a frame load capacity over 120 kilograms and must be defined by the manufacturer as a cargo bike for transporting people or goods.
Used, test, and classic bikes that have been subsequently converted into electric bikes are not subject to subsidization.
Documents you need to prepare
Before starting the application, prepare the following documentation:
- Invoice for the purchase of the electric bike. The invoice must state the seller, the seller's tax or registration number, the brand and model of the bike, quantity, date of purchase, date of delivery, price with VAT, and the buyer's name and surname. A pro forma invoice is not adequate proof.
- Proof of payment. This can be a bank statement, a credit card payment confirmation, or another document from which payment of the invoice is evident. If the invoice clearly states that it was paid in cash, debit, or credit card, additional proof is usually not required.
- Financing or installment payment agreement, when the bike was purchased on credit or in installments.
- Photograph of the entire electric bike. The entire bike must be clearly visible in the photograph.
- Warranty card or warranty statement. The bike model, serial number, date of purchase, invoice number, and the seller's signature and stamp must be visible.
- Completed, signed, and stamped seller's statement.
- Completed and signed applicant's statement.
- Authorization, when the application is submitted on your behalf by another person.
eVolt customers typically receive the invoice, warranty card, and completed seller's statement along with the subsidy documentation. The applicant must complete and sign the applicant's statement themselves.
How to submit a subsidy application?
1. Save documents to your computer
Scan or photograph the documents so that all data, signatures, stamps, and serial numbers are clearly legible. Save the files in PDF, PNG, or JPG format.
We recommend saving all documents in one folder and naming them, for example:
- 01-invoice.pdf
- 02-proof-of-payment.pdf
- 03-warranty-card.pdf
- 04-seller-statement.pdf
- 05-applicant-statement.pdf
- 06-bike-photo.jpg
2. Open the Borzen web application
Submit the application at the following link:
The application is primarily optimized for use on a personal computer. Although it can also be opened on a phone or tablet, Borzen advises against submitting via mobile phone.
3. Register a user account
If you are using the application for the first time:
- click Registration;
- enter your first and last name;
- enter your email address;
- choose a password;
- click the registration button;
- open the received email and confirm registration.
After confirmation, log in to the application with your email address and password. Each person can only register once.
4. Click "Submit new application"
After logging in, select the option Submit new application. Then indicate whether you are completing the application as the applicant or as a proxy for another person.
5. Enter applicant details
In the form, enter:
- first and last name;
- address of permanent residence;
- postal code, post office, and municipality;
- tax number;
- mobile phone number;
- email address.
6. Enter bank account
Enter your IBAN and the name of the bank account holder to whom you wish to receive the subsidy. Before proceeding, verify that the account number is correct.
7. Enter electric bike details
You will need:
- type of electric bike;
- serial number of the bike;
- date of purchase;
- seller's name;
- bike price with VAT;
- bike price without VAT;
- invoice number.
Enter only the price of the electric bike, excluding additional equipment and other items. The system will display an informational subsidy amount based on the entered data.
8. Confirm statements and consents
Read all statements and consents and confirm them. By confirming them, you guarantee that the entered data is correct and true.
9. Upload attachments
Upload each document to the appropriately labeled field. After uploading, check whether the files are visible and whether you have uploaded the correct document to each field.
Do not upload an old seller's or applicant's statement from the public calls 2024 or 2025. You must use the forms valid for the 2026 public call.
10. Sign and submit the application
A qualified digital certificate is not required. You can sign in the signature field with a computer mouse, trackpad, or finger on a touchscreen.
After signing, click Sign. Once the application is successfully submitted, its status in the application changes to Submitted.
What happens after submission?
Applications are processed in order of receipt. If the application is incomplete, the date of submission is considered to be the date when it is correctly supplemented. Due to the limited amount of funds, it is therefore important to submit complete and legible documentation the first time.
You can track the application status directly in the application. Borzen can also send you a message or a request for additional documentation via the application.
After receiving the approval decision, a 21-day appeal period begins. After the decision becomes final, Borzen has 60 days to pay out the subsidy. The total period from the delivery of the decision to payment can therefore take up to approximately 81 days.
Free assistance with application submission
If you have trouble using a computer, registering, scanning documents, or uploading attachments, we strongly recommend that you ask for free assistance from an advisor.
This option is especially useful for older people and anyone who does not frequently submit electronic applications. It is better to seek help in time than to risk an incomplete application and consequently a later submission date.
The application cannot be submitted on paper. However, Borzen offers free assistance from an OVE Contact Point advisor to persons who, for justified reasons, do not have the possibility to submit an electronic application themselves.
How to request an advisor?
- Send a message to kolesa@borzen.si.
- In the message, write your name, phone number, and place of residence.
- Briefly explain why you cannot submit the electronic application yourself.
- Borzen will assign you an advisor or direct you to a suitable advisory point.
- Before visiting, arrange an appointment and check which documents you need to bring.
The advisor helps you with the process but does not act as your proxy and does not assume responsibility for the correctness, completeness, or timeliness of the application. You must also check the data and documentation yourself before submission.

Can a family member submit the application on my behalf?
Yes. A family member or other authorized person can submit the application on your behalf. In this case, you must complete and sign an official authorization, and the authorized person must indicate in the application that they are submitting the application as a proxy.
Most common mistakes when submitting
- using an old seller's or applicant's statement from a previous public call;
- attaching a pro forma invoice instead of the final invoice;
- the invoice is not addressed to the applicant;
- missing proof of payment;
- illegible or cropped photos of documents;
- the entire electric bike is not visible in the photo;
- the serial number in the application does not match the warranty card and seller's statement;
- additional equipment or other items are included in the bike price;
- the applicant's statement is not signed;
- the seller's statement is not signed or stamped;
- the application is submitted via phone and attachments are not uploaded correctly;
- incorrectly entered IBAN;
- the applicant does not monitor messages and requests for additional information in the application.
Important obligations after receiving the subsidy
- You must not sell or transfer the electric bike to another person for at least two years from the date of purchase.
- You must regularly service the bike and take care of it in accordance with the warranty conditions.
- Safely store original documentation for potential subsequent inspections.
- You must promptly report significant changes that could affect the subsidy to Borzen.
