OFFICIAL: Riding Electric Scooters and Mopeds Now Only for Those Over 15 – What Does This Mean for You?

Yesterday, February 18, 2026, the National Assembly passed an amendment to the Drivers Act under an emergency procedure with unanimous support (65 votes in favor, 0 against). The main novelty? Raising the age limit for driving light motor vehicles (electric scooters) and mopeds from 12 to 15 years.

1. Why the Change in Legislation?
Until now, children from the age of 12 could ride electric scooters and mopeds (up to 25 km/h). The new regulation moves this limit to 15 years, aligning Slovenia with the practices of many EU member states. The reasons for the change are primarily safety-related.

- Increase in accidents: In 2025, the Traffic Safety Agency recorded 300 traffic accidents involving electric scooters, which is a worrying increase compared to 2024 (268 accidents).
- Lack of experience: State Secretary Andrej Rajh warned that adolescents under 15 often lack sufficient motor skills and traffic knowledge to handle vehicles in heavy traffic.
- The problem of "tuning": Many young people recklessly modify scooters to achieve higher speeds, which drastically increases the risk of serious injury.
What exactly does the law say?
The new rules stipulate that a motor vehicle and a moped, whose design speed does not exceed 25 km/h, may only be driven by a person over 15 years old. The measure is intended to improve the traffic safety of children and adolescents, as they have often been involved in accidents in recent years.
2. The Danger of Home Modifications ("Tuning")
In the debate in the National Assembly, another pressing issue was highlighted, which we at Evolt regularly encounter and strictly advise against – modifying electric scooters. MP Teodor Uranič and MP Tatjana Greif pointed out online providers that allow the removal of speed limiters.

- Prevents safe braking (brakes are not dimensioned for 40+ km/h).

With the raising of the age limit, the dynamics of purchasing are also changing. 15-year-olds are already high school students who often use an electric scooter as their primary means of transport to school. When buying for this age group, we advise focusing on durability and safety, not on "toys".

- Larger tires (10-inch or more) for greater stability.
- High-quality suspension for our roads.
- Dual braking system (drum/disk + electric brake).
- Strong lighting and turn signals, which are crucial on the road.

As MP Bojan Podkrajšek emphasized, raising the age limit is a "reasonable and necessary step." However, the law itself will not prevent accidents. Education, helmet use, and driving a technically flawless vehicle are key.
